Cooley LLP announced today that Robert W. (“Rob”) Phillips has joined the firm as a partner in its business department. Phillips will reside in the firm’s San Francisco office.

Phillips’ practice focuses on the representation of technology and other companies in capital markets offerings, including public offerings and convertible debt and high yield debt offerings. Phillips, who was previously a partner at Latham & Watkins, also has deep experience advising clients on general corporate issues, including securities laws compliance and corporate governance and in handling mergers and acquisitions and private financings.

In 2013, Cooley attorneys handled more than 150 M&A transactions, with an aggregate deal value of more than $20 billion. Cooley also had a record year for capital markets transactions, advising on 60 public offerings, including 23 IPOs, which raised an aggregate value of more than $8.4 billion. That momentum has carried over into 2014, with Cooley having advised on 77 completed public offerings, including 38 completed IPOs, year-to-date 2014. Cooley has a 44% market share for life sciences IPOs and a 26% market share for technology IPOs. For venture-backed IPOs, Cooley has a 45% market share.

Phillips received his undergraduate and law degrees from Georgetown University.
