John A. McKinsey has joined Locke Lord’s Sacramento office as a Partner in the Energy and Corporate practices. He is well-known as a lead counsel for the siting of major power projects in California before the California Energy Commission and other state environmental and land use agencies as well as for advising independent power producers on western energy and power regulatory matters.

McKinsey represents clients before numerous regulatory agencies, including the California Energy Commission, California Public Utilities Commission, California Air Resources Board, State Lands Commission, United States Department of Fish and Wildlife, the California Coastal Commission, the California Department of Water Resources and numerous regional governmental agencies, including air quality districts, water boards, cities and counties.

Prior to beginning his legal career, McKinsey served honorably in the U.S. Navy where he gained hands-on experience in the energy field by working in the Navy’s Nuclear Propulsion Program as a Nuclear Plant Operator and supervisor and leading electrician. He joins Locke Lord from Stoel Rives LLP, where he was a partner. He earned his law degree from University of California, Davis School of Law and his undergraduate degree in economics from California State University, Sacramento. He is a board member of the Geothermal Energy Association and a Professor of Energy Law at University of California, Davis School of Law.
