O’Melveny & Myers LLP welcomes back Jim Bowman, Maggie Carter, and David Kirman as partners in the Firm’s White Collar Defense & Corporate Investigations Group. All three O’Melveny alumni join from the United States Attorney’s Office for the Central District of California and bring exceptional trial skills and diverse prosecutorial experience in healthcare, securities, and financial services fraud.

Their return to private practice was applauded by former Assistant United States Attorney and Chief of Major Frauds Section Beong-Soo Kim, now Vice President and Assistant General Counsel for Kaiser Foundation Health Plan, Inc.: “Having had the privilege of supervising them at various points in their careers, I consider each to be a powerhouse in his or her own right—Jim in the area of securities fraud, Maggie with her public corruption cases, and David in the healthcare fraud arena. A seven-year veteran of the US Attorney’s Office, Bowman served as Deputy Chief in the Major Frauds Section, where he led many of the Office’s most complicated and highest-profile trials in the areas of securities fraud, healthcare fraud, mortgage fraud, asset forfeiture, money laundering, and tax evasion. He supervised dozens of fraud investigations and prosecutions, utilizing innovative investigative techniques. Bowman gained widespread praise for securing the conviction of KPMG Senior Vice President Scott London for insider trading in 2013. He also was awarded the Department of Justice’s Director’s Award for Superior Performance for his tenacious prosecution of six defendants who carried out a predatory investment scheme that defrauded hundreds of working-class families in East Los Angeles. Bowman will rejoin O’Melveny’s Los Angeles office.

Also rejoining the Los Angeles office is Carter, who established herself as a leader on the US Attorney’s Office’s Medicare Fraud Strike Force, as the Office’s Identity Theft Coordinator, and in the Public Corruption and Civil Rights unit. As an Assistant US Attorney, she handled matters involving healthcare fraud, mortgage fraud, identity theft, public corruption, and money laundering. Among her high-profile accomplishments, Carter has helped lead the groundbreaking federal investigation of the Los Angeles County Sheriff’s Department that has so far resulted in 23 indictments and 14 convictions. Carter also helped convict a Department of Homeland Security supervisor on 36 federal felonies including conspiracy, bribery, and money laundering, resulting in an historic 212-month sentence, one of the longest of its kind. She successfully defended the conviction and sentence on appeal to the Ninth Circuit. Before starting her law career with O’Melveny, Carter worked at McKinsey & Company, where she led large teams of senior client executives on various growth strategy initiatives, primarily in the technology and energy sectors.

Kirman will expand the Firm’s White Collar Defense & Corporate Investigations Group into the Century City office, working with the White Collar, Health Care, and Financial Services practices. As an Assistant US Attorney and the Central District’s Criminal Health Care Fraud Coordinator, Kirman was known for his work on precedent-setting cases, notably involving healthcare and financial services fraud. Kirman was the co-lead trial counsel in a widely publicized trial involving five defendants, including a South Los Angeles pastor, accused of kickbacks and defrauding Medicare of millions. He also played an integral role in charging seven individuals and four businesses in two states for their alleged involvement in separate schemes to violate the Bank Secrecy Act. A West Point graduate, Kirman was a commissioned officer in the US Army before entering law. He teaches as an adjunct professor at Loyola Law School.

The addition of Bowman, Carter, and Kirman comes on the heels of Ronald Cheng’s return to the Firm’s Los Angeles and Hong Kong offices. Also a former prosecutor, Cheng focuses on US-Chinese law enforcement, as well as global data privacy and cybersecurity issues.
